"Okay who'll start the bidding this time?" He scanned the room for a raised head, narrowing his gaze to a woman sitting quietly to his left who appeared to be doodling in thought.

As chairman of the nine-member citizen review panel, attorney Alan Polackwich was doing what he does best: nudging along the decision-making process. Panelists had spent the previous morning and much of this particular afternoon shuffling through papers and listening to two local agencies make their pitches for United Way funds. The five-man, four woman panel was then expected to rate the programs and recommend that the amount requested be approved, denied or modified.
